National Office Staff
Ashley Lippert is the Executive Director of the Interstate Commission for Adult Offender Supervision (ICAOS), where she leads national efforts to ensure the safe and effective supervision of individuals moving across state lines. With more than 20 years of public safety leadership, she works with all 50 states and U.S. territories to oversee the transfer of more than 125,000 supervised individuals each year, advancing public safety, accountability, and victims’ rights. Ashley also represents the Commission before legislatures, the judiciary, and national partners while overseeing its national data system and key information-sharing partnerships with the FBI, Homeland Security Fusion Centers, and state notification systems.
Barno Saturday studied International Law at the University of World Economy and Diplomacy and holds a Bachelor of Arts in Political Science from Berea College. She also received the Certified Meeting Professional (CMP) certification. She has been with the Interstate Commission since 2007. At her spare time she serves on the Bluegrass Crime Stoppers Board.
Drake Greeott began working with the Interstate Commission for Adult Offender Supervision in 2021. As Web Development Manager, Drake works on developing new web solutions to improve the Interstate Commission for Adult Offender Supervision while focusing on creating the best possible user interface and experience for the Commission. On a daily basis, Drake is changing website content, assisting with the helpdesk tickets, and managing improvements to the Interstate Commission for Adult Offender Supervision website. Drake is a graduate from the Metropolitan State University of Denver where he received a Bachelor of Science in Computer Information System with concentrations in Application Development and International Business.
Mindy joined the Interstate Commission for Adult Offender Supervision’s (ICAOS) National Office in 2004 and currently serves as the Operations Manager. In this role, she leads national compliance initiatives, oversees audits, and manages cross-state program coordination and project implementation. Mindy plays a key role in aligning Commission operations with established policies and strategic objectives, ensuring consistency, accountability, and efficiency across all member states. With a background in training coordination, she brings extensive experience in developing and supporting national systems including the Interstate Compact Offender Tracking System (ICOTS) and the Interstate National System for Information, Tracking, and Enforcement (INSITE) currently in development. Mindy holds a Bachelor of Science degree in Business Administration from the University of Tennessee.
Suzanne Brooks
Suzanne serves as the Education and Implementation Manager at the ICAOS National Office.
For the past 11 years, she has served as the Deputy Compact Administrator (DCA) for Ohio. During that time, she has worked tirelessly to educate officials across the state and improve Ohio’s compliance rate. She has also been a committed and active voice at the national level, serving on both the ABM Workgroup and the Compliance Committee.
Suzanne’s enthusiasm, generosity, and collaborative approach have earned the respect of Commissioners, staff, and her peers throughout the Commission. In recognition of her outstanding service, she received the Commission’s Executive Director’s Award in 2020.
All of these qualities and accomplishments make Suzanne a fantastic addition to the ICAOS National Office team.
Xavier Donnelly began working with the Interstate Commission for Adult Supervision in 2005. As Systems Manager, Xavier deals with many technical projects the Commission pursues. On a daily basis, he administrates the help-desk and manages ongoing development and maintenance for the Interstate Compact Offender Tracking System (ICOTS). Xavier is also responsible for creating data analysis tools for the commission like the ICOTS external reports and Compliance Dashboards. Xavier is a graduate of the University of Kentucky where he received a Bachelor of Science in Business and Economics and a Masters of Business Administration.
