What is INSITE?
The Interstate National System for Information, Tracking, and Enforcement (INSITE) is a web-based platform that facilitates the transfer of supervision for individuals on probation and parole between states. Each year, the 50 states and 3 U.S. territories that comprise the Interstate Compact for Adult Offender Supervision (ICAOS) use INSITE to process approximately 150,000 transfer requests and more than 1,000,000 Compact-related activities involving nearly 102,000 active supervision cases. These activities include departure notifications, arrivals, progress reports, violations, and case closures. INSITE also supports communications between states and helps promote effective supervision strategies for individuals supervised in jurisdictions other than the sentencing state.
Each state is responsible for implementing and administering INSITE within its jurisdiction. While some states limit access to Compact Office staff, most authorize probation and parole officers, as well as institutional staff, to process transfer requests and manage supervision information within the system. With approximately 30,000 users nationwide, INSITE’s managed workflows provide significant accountability and oversight for interstate Compact activities.
Beyond facilitating transfer requests, INSITE serves as the national information system for individuals supervised under the Compact. Information within the system is available through both active case information and historical records. By providing a secure, electronic method for processing transfers, exchanging information, and tracking interstate supervision activities across jurisdictions, INSITE improves communication and efficiency and supports the Commission’s broader mission of public safety.

The countdown is on! ICAOS is preparing to transition from ICOTS to INSITE, our new system for managing Compact activities.
On Wednesday, October 28 at 11:59PM (ET), ICOTS was officially shut down.

While INSITE introduces several improvements, many of the core functions users rely on today will remain familiar. Take a quick look at what users can expect at launch.
With the launch of INSITE, all users will be required to use Multi-Factor Authentication (MFA) to access the system.
INSITE Walkthroughs
INSITE walkthroughs provide step-by-step guidance for completing common tasks and navigating key workflows within the INSITE system. These resources are designed to support users in becoming familiar with system processes and applying their knowledge in day-to-day operations.

Law Enforcement Data Request
Authorized representatives of criminal justice and law enforcement agencies may request information about individuals supervised under the Compact. These requests are intended for law enforcement and criminal justice purposes.
Victims or family members seeking information about a specific individual should contact the state compact office in the state from which the individual transferred. The state compact office can provide guidance on available information and appropriate points of contact.
INSITE Public Portal
The INSITE Public Portal is a limited public search tool that provides information about individuals supervised under the Compact. Through the portal, victims and members of the public can search for individuals who are being supervised in a state other than the state where they were convicted.
The portal is accessible to anyone with internet access and is intended to promote transparency by allowing users to verify whether an individual is currently under interstate compact supervision. Only limited information is available through the public search.
Enhancement Request
Enhancement requests allow member states to propose improvements or changes to the INSITE system. Requests are reviewed through the Commission’s established process and may be considered for future development and implementation.
