Does the Compact handle inmate transfers between prisons?

  • No. The Interstate Commission for Adult Offender Supervision (ICAOS) only manages transfers of people on probation or parole. Transfers of incarcerated inmates are handled under the Interstate Corrections Compact. Talk to your case manager for more information.

Do compact offices help supervised individuals find jobs, training, or school opportunities?

  • Compact office staff mainly help with processing transfers. For help with jobs, training, or education, talk to your supervising officer or your case manager at your institution.

What is ICOTS?

  • ICOTS (Interstate Compact Offender Tracking System) is an online system that states use to handle interstate cases. It helps sending and receiving states manage the transfer of probationers and parolees from one state to another.
