The Interstate Commission for Adult Offender Supervision (ICAOS) promulgates rules under Articles V and VIII of the Compact to improve outcomes and promote collaboration among member states. ICAOS aims to establish a uniform system that applies to all cases and individuals governed by the compact emphasizing rehabilitation, public safety, and successful reintegration into society. The Compact encourages cooperation and mutual support while addressing the complexities of interstate supervision, upholding principles of fairness and accountability.

Established collectively by member states, the ICAOS Rules provide a uniform framework for transferring and supervising individuals across state lines. These rules embody the Commission’s mission and values, focusing on effective supervision practices, accountability, and information sharing. By adhering to these rules, states ensure consistent supervision standards, facilitate smooth transition of supervision responsibilities, and address violations in a manner that prioritizes rehabilitation and public safety.

Under Article V, the Commission’s rules “shall have the force and effect of statutory law and shall be binding in the compacting states.” State officials and courts are required to enforce the compact and comply with these rules. To the extent that state statutes, rules or policies conflict with the terms of the compact or rules duly promulgated by the Commission, such statutes, rules or policies are superseded by these rules to the extent of any conflict.
