The Interstate Compact Offender Tracking System (ICOTS) is a web-based system that facilitates the transfer of supervision for probationers and parolees from one state to another.

What is ICOTS?

The Interstate Compact Offender Tracking System (ICOTS) is a web-based platform that facilitates the transfer of supervision for probationers and parolees between states. Each year, the 50 states and 3 U.S. territories that comprise the Interstate Compact for Adult Offender Supervision (ICAOS) use ICOTS to process approximately 150,000 transfer requests and more than 1,000,000 compact related activities involving nearly 102,000 active supervision cases. These activities include departure notifications, arrivals, progress reports, violations, and case closures. ICOTS also supports miscellaneous communications between states and helps promote effective supervision strategies for individuals supervised in jurisdictions other than the sentencing state.

Each state is responsible for implementing and administering ICOTS within its jurisdiction. While some states limit access to compact office staff, most authorize probation and parole officers, as well as institutional staff, to process transfer requests and manage supervision data within the system. With approximately 30,000 users nationwide, ICOTS’ managed workflow features provide significant accountability and oversight for interstate compact offices.

Beyond facilitating transfer requests, ICOTS functions as a central repository for information on individuals supervised under the compact. Data within the system is accessible as both active case information and historical records. By providing an electronic method for processing transfers and tracking supervised individuals across jurisdictions, ICOTS enhances efficiency and supports public safety.

ICOTS Public Portal

The ICOTS Public Portal is a limited public search tool that provides information about individuals supervised under the Compact. Through the portal, victims and members of the public can search for individuals who are being supervised in a state other than the state where they were convicted.

The portal is accessible to anyone with internet access and is intended to promote transparency by allowing users to verify whether an individual is currently under interstate compact supervision. Only limited information is available through the public search.

Enhancement Request

Enhancement requests allow member states to propose improvements or changes to the ICOTS system. Requests are reviewed through the Commission’s established process and may be considered for future development and implementation.

Law Enforcement Data Request

Authorized representatives of criminal justice and law enforcement agencies may request information about individuals supervised under the Compact. These requests are intended for law enforcement and criminal justice purposes.

Victims or family members seeking information about a specific individual should contact the state compact office in the state from which the individual transferred. The state compact office can provide guidance on available information and appropriate points of contact.
