National Acceptance Rates

Discretionary and overall acceptance rates are comprised of cases with an accepted transfer request divided by the total number of compact cases in that category. As reflected in the data below, discretionary acceptance rates have risen slightly over the past three years from roughly 64 percent up to 67 percent while the overall rate has increased by two percent, up from 78.3 to 80.3 percent.

The FY2022 Discretionary Transfer Assessment asked states to provide feedback on how to improve acceptance rates. Generally, state respondents agreed that interstate clients should be treated in the same manner as in-state clients, including consideration of factors affecting a supervision plan. Other recommendations included minimum training requirements, verification and checklist procedures prior to transmission, and better communication with clients/involved parties as well as transfer states.

 

 

 

Incoming and Outgoing Acceptance Rate By State

Type of Deletion FY2023

Of all offender records that were deleted during FY2023, there were three major types. The first type is “No Compact Cases”, meaning the junk offender record had no existing compact cases when it was deleted. The second type is “Cases –No Compact Activities”, meaning the junk offender record had one or more existing compact cases, but no compact activities were created. The last type was “Duplicate Offender” records where the deleted record was a duplicate of an already existing offender.

Violation Reports Over Time

The number of violation responses or reports transmitted has dramatically decreased over the life of the Compact. Recent years have continued to reflect an overall decline from 2020 to 2023, decreasing from 12,601 to 10,975. Decreased violation reports reflect changes in policies and training that have emphasized public safety and supervised individuals' success.
