Mindy began her career with the Interstate Commission for Adult Offender Supervision’s National Office in 2004. As the Training Coordinator, Mindy administrates online trainings, updates training publications and provides support in onsite trainings through the Commission’s Technical and Training Assistance program. Mindy also assists in the Commission's annual compliance audits and serves as a project team member in the development and support of the Interstate Compact Offender Tracking System (ICOTS). Mindy is a graduate of the University of Tennessee with a Bachelor of Science Degree in Business Administration.

States varying interpretations of ‘revocation’ create confusion in the retaking process. Some states define revocation as appearing before the court, while others define it as the removal of community supervision to incarceration. This inconsistency leads to misunderstandings among states regarding the retaking process and expectations. After a forum discussion among DCAs, the consensus that defining the term was necessary.  By defining "revocation" in the Commission’s rules, the same standard can be applied across all member states.

Remove course of action and just say define: means a sending state authority rescinding a supervised individual's supervision term and imposing a jail or prison sentence.
Comments
I do not see this definition clarifying the issues in interpretation we see across states. I think "course of action" is open to the same interpretation issues we have. For example, it is a common course of action for probation in my state to request a court rescind supervision but that does not equal a court actually rescinding the supervision term and imposing jail or prison. I've done a lot of training to try to prevent violations from being submitted just because my locals would initiate the process when the likelihood is the court would not revoke such a case.

Deon McDaniel is a graduate of the University of Nevada Reno, with a Bachelor of Science in Human Ecology.  He has 22 years of experience in law enforcement. From 2000 - 2008, he served as a parole and probation officer.  From 2008 - 2016, he served as a sergeant.  From 2016 - 2022, Deon served as a Lieutenant at Nevada Highway Patrol and Nevada Parole and Probation.  He recently promoted to the rank of Captain in October 2022, and oversees the Interstate Compact, Sex Offender, and Specialty Court Units.
