Mindy began her career with the Interstate Commission for Adult Offender Supervision’s National Office in 2004. As the Training Coordinator, Mindy administrates online trainings, updates training publications and provides support in onsite trainings through the Commission’s Technical and Training Assistance program. Mindy also assists in the Commission's annual compliance audits and serves as a project team member in the development and support of the Interstate Compact Offender Tracking System (ICOTS). The primary objective of Rule 3.103 is to allow residents of a receiving state to return to their residence once they have been sentenced by a court or sentencing authority as well as when there has been a violation or revocation proceeding resulting in immediate supervision. Rule 3.103 outlines the responsibilities of both the sending and the receiving states. It's important to note that the compact rules do not dictate how judges or sentencing authorities should sentence individuals who commit crimes or violate supervision requirements. Instead, they focus on managing the supervision imposed by these authorities and ensuring proper communication occurs between states.

Julie Lohman is Virginia’s Deputy Compact Administrator for the Interstate Compact for Adult Offender Supervision. Ms. Lohman oversees the day-to-day operations of the Virginia Interstate Compact Unit which monitors the transfer and community supervision of approximately 9,100 offenders into and out of Virginia. She serves on the Interstate Commission’s Technology committee, is an ICAOS trainer, and is the South Region DCA Liaison Chair. She is also the Secretary of the Virginia Probation and Parole Association. Ms. Lohman is a graduate of the University of Richmond.

If no, explain
In section (d) (c), the length of time from sentencing to release is being shortened from 6 months to 60 days presumably because it doesn't take as long as before ICOTS to submit a TREQ and receive a TREQ Reply. I agreed 6 months is too long but 60 days is too short if 45 days of that is given to the RS for the investigation. I would suggest 90 days would be more reasonable - 6 weeks for the SS to gather and submit the TREQ documentation and verifications and 45 days for the RS to investigate.

I support the use of documentation and information about how the residency was verified. I see this potentially being a reason states try to deny RIs, because they do not like how the verification was completed or they have a different way of doing verification.
