Consolidating these provisions into two rules ensures that all aspects of retaking, authority, transport, timelines, financial obligations, and procedural responsibilities, are clearly outlined and easy to find in the rules.  Unifying these rules enhances accountability by defining clear procedural steps and responsibilities for both the sending and receiving states as well as authority for transport and retaking.  The consolidation will help minimize disruptions in the retaking process, while also supporting states in fulfilling their obligations efficiently.

Julie Lohman is Virginia’s Deputy Compact Administrator for the Interstate Compact for Adult Offender Supervision. I like the rule change BUT section C of the New Rule: Managing Retaking Procedures and Responsibilities should include the following after "A sending state shall retake a supervised individual within 30 calendar days after the individual has been taken into custody and is being held solely on the sending state's warrant" ADD: and any requested or pending probable cause hearing has been conducted, probable cause found on the most serious of the violations, and written hearing results provided to the sending state."

Melissa M. Smith graduated with a bachelor’s degree in social work in 2003 from Bradley University, working in the field of social work until she began her career in community correction in 2005 under the probation division. While working in the probation division she served as a juvenile and adult probation officer.  Ms. Smith was actively involved in the Illinois Probation and Court Services Association from 2005 until 2014.  Her involvement included being a committee member, chairing the Membership Committee, and serving on the Executive Board for four years as the treasurer.  In 2014, Ms. Smith was hired by the Illinois Department of Juvenile Justice as a Juvenile Justice Youth and Family Specialist in the Aftercare Division, commonly known as juvenile parole.  While working for the Illinois Department of Juvenile Justice she obtained a master’s degree in psychology from Northcentral University and took on additional duties including being assigned to the intensive supervision unit, managing the adult suspend status caseload, providing training, participating in the trauma-informed aftercare committee, and being the back-up for the Juvenile Interstate Compact Commissioner for approximately seven years. Ms. Smith was appointed as the Illinois Interstate Compact Commissioner with the Illinois Department of Corrections in August of 2023.

Ms. Gilmore graduated Southeast Missouri State University in 1990 with a B.S. in Criminal Justice and minor in Psychology. If no, explain
I have no issues with the consolidation of the rules, but that is not what is happening for 5.104, 5.105, & 5.106. You have included new language that was not part of these rules. Section (a) is completely new and conflicts with several other rules. It states the sending state shall issue a warrant within 15 business days upon receipt of a violation report but in all other instances there are prerequisites to this, such as being available for retaking and providing documentation (PC hearing). Adding this line here causes issues with other rules (5.102, 5.103). You also added 5.111 to section (c) but did not address this among the consolidation. Are you keeping 5.111 in addition to this?

Commissioner Zavaras began his career in Criminal Justice as a Community Parole Officer (CPO) for the Colorado Department of Corrections, Division of Adult Parole in 2005. Tracy Hudrlik is the Interstate Director for the MN Department of Corrections. Matthew Reed assumed the role of Director of Interstate Services and Deputy Compact Administrator for the Commonwealth of Pennsylvania in December 2022. Mr. Reed is a graduate of the University of Pittsburgh with a degree in Psychology. Prior to his current appointment, he worked in the field of victim services for over 13 years as a victim advocate both at the county and state level. Mr. Reed also volunteered for many years as a crisis responder for several organizations and was a volunteer mediator for the Commonwealth’s Victim/Offender Mediation Program. In 2008, Mr. Reed assumed the position of Parole Manager within Interstate Services overseeing the incoming unit. In 2013, he graduated from the Governor’s Emerging Leader Program. Mr. Reed previously served as a national trainer for the ICAOS Training Committee.

Dori Littler has held her current position as the Deputy Compact Administrator (DCA) for Arizona Adult Probation since December 1999. Prior to this position, She was an adult probation officer with the Gila County Probation Department in Globe, Arizona. As DCA, she is responsible for training and oversight of the interstate compact program. She was appointed as Arizona’s Compact Commissioner in January 2005, currently serves on the Rules Committee, and is a national trainer for the Training Committee. She has previously served as Chair of the West Region and Training Committee. In 2006, she was awarded the Executive Chair Award for her outstanding service to the Commission.

Littler regularly trains line officers, judges, attorneys and other court personnel on the rules of the interstate compact throughout Arizona. She has also trained criminal justice personnel in Colorado, Texas, Missouri, Nevada, California, Hawaii, North Dakota, Oklahoma, Idaho, Alaska, New Jersey, Kansas, Iowa, Connecticut, New Mexico, and Washington, D.C.

Littler is a graduate of St. Cloud State University with a B.A. in Criminal Justice.

Subsection (a) conflicts with Rule 5.103, which allows a sending state to order the return of a person. A warrant is only required if the person fails to return and report as directed or if the SS chooses to issue the warrant from the start.

In 2008 she was hired by the Unified Government of Wyandotte County where she worked in the Community Corrections Department as an Intensive Supervision Officer.
