DCA Keefer joined the Oklahoma Department of Corrections after completion of her master degree in Criminal Justice from American Military University, West Virginia and a bachelor degree in Justice Administration from Tiffin University, Ohio.  DCA Keefer started her career with the Oklahoma Department of Corrections as a Correctional Case Manager I in 2015 with no prior Criminal Justice experience.  After a short time she was promoted to Correctional Case Manager II, but learned early on the her work ethic and drive would promote her to a new position quickly.  In 2016 she was promoted to Transition Coordinator with the Programs Unit of the Oklahoma Department of Corrections.  In this role she worked to create viable reentry plans for all level of security inmates discharging from institutions across Western Oklahoma.  These plans, at times, included Interstate Compact transfers.  While serving in this position, Emily also assisted in the development of Transition Workshops that began 6 months prior to an inmate's discharge.  Before being named DCA in Oklahoma she oversaw operations and compliance at numerous male and female contracted halfway houses in the state.
