Joe Winkler has over 25 years of experience in Corrections. During his tenure with the Florida Department of Corrections he has advanced through the ranks starting as a Correctional Probation Officer to his current position as the Assistant Secretary of Community Corrections.

In his current position, Director Winkler is responsible for providing support and policy direction to approximately 3,000 staff who supervise over 165,000 individuals. In addition, he provides oversight to the Bureau of Interstate Compact/Probation & Parole Field Services and the Bureau of Community Programs & Victim Services.

Prior to his current position, Assistant Secretary Winkler has held several leadership positions in Community Corrections that have included a Probation Supervisor, Probation Senior Supervisor, Circuit Administrator in two Judicial Circuits, Northern Region Assistant Regional Director, Region 2 Director, and Director of Community Corrections. These assignments have provided him with valuable experience in critical agency missions within Community Corrections.

Assistant Secretary Winkler is a graduate of Saint Leo University where he received a Bachelor’s Degree in Criminal Justice.

Effective January 1, 2017, the Missouri criminal code revisions included changes to RSMo 217.735 and 559.106. These revisions have expanded the population of Missouri sex offenders who are eligible for lifetime supervision. The code now includes numerous offenders who are currently on supervision that previously did not meet the statutory criteria, but will now as the provisions are applied retroactively. Lifetime supervision means the offender will have to submit to GPS monitoring in addition to the current conditions of supervision. For each impacted interstate case, Missouri will send applicable information to the receiving state via ICOTS that will fully outline the offender’s supervision requirements, along with documentation requiring the offender’s signature. Tom Langer started his career with the State of Alabama in September 1982 as a Corrections Officer with the Alabama Department of Corrections. In 1986, Tom changed job classifications from Corrections Officer to a Classification Specialist still working with the Department of Corrections. In July 1989, he accepted employment with the Alabama Bureau of Pardons and Paroles as a Probation and Parole Officer. Over the years he climbed the promotional ladder from Supervisor to District Manager to his current position as Division Director of the Interstate Compact Unit. Maggie Brewer has spent over 27 years in state government and was named Chief
Deputy Secretary for the new N.C. Department of Adult Correction, moving over
from Community Supervision in January 2023. She oversees the divisions of
Rehabilitation and Reentry, Comprehensive Health Services, Educational Services
and Support Services.


Brewer began her career with the N.C. Department of Correction in November 1996
at Central Prison as a case manager working directly with offenders. She worked in
the diagnostic center at Polk Youth Institution (now Granville Correctional
Institution) prior to her transfer to Community Corrections.


In December 1998, Brewer was promoted to probation and parole officer in Wake
County. She worked her way up through the ranks as a Chief Probation and Parole
Officer, Judicial District Manager for Wake County and was named the Assistant
Division Administrator for Division II in April 2014. In this role, she oversaw
operations for 21 counties and assisted managers with day-to-day decisions that
impacted their respective counties.


In August 2018, she was promoted to Deputy Director for Community Corrections
with oversight of the operations of program administration.


Brewer has been a certified training instructor since 2001 and specializes in
firearms. She served as the vice chair of the Sex Offender Management Committee
in 2006. This committee guided the implementation of the Static-99 assessment
and Satellite Based Monitoring in North Carolina. In 2007, she was elected
president of the North Carolina Probation and Parole Association (NCPPA) and, in
2008, was the recipient of the NCPPA President’s Award. She remains active in the
association and currently serves as historian.


Brewer was appointed by Gov. Roy Cooper to serve on the North Carolina Human
Trafficking Commission in 2021 and was recently appointed as chair of the
commission. On, March 1, 2023, she was named the NC Interstate Compact
Commissioner.


Brewer graduated from North Carolina State University with a bachelor’s in
political science and criminal justice. She is a graduate of the NCDAC Correctional
Leadership Development Program and the North Carolina Department of Public
Safety Executive Leadership Development Program through the University of North
Carolina at Chapel Hill’s Kenan-Flagler Business School. She is currently
participating in the National Institute of Corrections Executive Excellence Series.

Mr. Richard S. Tischner is the Director of the Court Services and Offender Supervision Agency for the District of Columbia (CSOSA). In this capacity, he leads the agency’s 850+ federal employees who uphold the agency’s mission of enhancing public safety, preventing crime, reducing recidivism, and supporting the fair administration of justice in close collaboration with the community.

 

In July 2018, President Donald J. Trump nominated Mr. Tischner to serve as the third presidentially-appointed Director of CSOSA. Mr. Tischner appeared before the Senate Committee on Homeland Security and Government Affairs in November 2018; and his nomination was confirmed by the Senate in January 2019. On February 11, 2019, Mr. Tischner was sworn into his six-year term in office by United States Attorney for the District of Columbia Jessie K. Liu.

 

Mr. Tischner has been a public servant for more than 33 years. He has served as an attorney for the Federal Government of the United States at the Merit Systems Protection Board as well as the Federal Trade Commission. He has spent the last 30 years as an Assistant United States Attorney for the Department of Justice, most recently serving as the Chief of the Superior Court Division at the United States Attorney’s Office for the District of Columbia.
